COMPOSITION
=According to article 66 of
constitution of Tanzania parliament consist of the following categories of
member.
= Member elected to represent constituency,
these are members of parliament who are elected through ballot box by people of
the same or different political parties during the general elected or by
election. Example member parliament like zito kambwe
=Special
seat members, those are Member of Parliament who goes into national assembly
after being elected by member of certain part. They do not have constituency
such as Wema Sepetu who however suffered a humiliating by having 90 votes in
singida region
=Five members elected by the House of Representatives from among its
member those are the Member of Parliament from the house of representative of
Zanzibar who selected among themselves to come to the union national assembly.
=The
attorney general, he is appointed by the president, constitution finally he
directly becomes Member of Parliament once appointed and attends all the
session of parliament as Member of Parliament for helping legal matters in the
parliament.
=Ten
members appointed by the president, these are the appointed by president after
being proposed by their political parties for nomination. Example James Mbatia
was NCCR mageuzi.
=Speaker,
he/she becomes the Member of Parliament if he /she are not elected from among
the member.
FUNCTION ARTICLE 63
According for article 63 of constitution
the most function in of parliament is to make law. . =To oversee an advice the
government and its organs, the parliament is the organ with responsibility to
watch what is the government is doing, where it executing its responsibility
also to advice the government on the issue concerning public affair.
=to ratify all treaties and agreements to which
the united republic is a party, the national assembly has the duty to ratify the treaty on the half
of the government on certain issues such as the union issue of Tanganyika and
Zanzibar.
=To debate
the performance of each ministry during the annual budget, to debate the budget
of the government tabled on the parliament to see if it meets the peoples
demands and also to see if the budget is properly used as it provide.
=To enact
law, to discuss the bill in order to pass it before it becomes the law after
president signature
=To ask any
question to any minister concerning public affairs among the functions of
members of parliament are to ask the question to the minister on the matter of
public affairs in order to get answer.
Constitution is the principle and fundamental
within a state or is a set of fundamental principles or established precedents
according to which a state or other organization is governed. Formally
constitution of the republic of Tanzania and also known as permanent constitution
or fourth constitution of Tanzania, was ratified in 1977.before the current establishment, Tanzania has had three
constitutions; the independence constitution (1961),the republican (1962),and
the interim constitution of the united republic of Tanzania and Zanzibar(1964).
